World Trade Center-Kansas City invites you to an exclusive business roundtable and lunch featuring the Director General of the Taipei Economic and Cultural Office (TECO) office in Denver, Bill S.C. Huang. TECO - Denver services six states in the Midwest: Colorado, Kansas, Missouri, Nebraska, North Dakota, and South Dakota. Their primary function is protecting the rights of Taiwan's overseas nationals, as well as promoting bilateral exchange and cooperation in trade, investment, culture, education, and tourism between the six states and Taiwan. TECO also provides consular services, including issuing passports, visas, authenticating documents, and helping Taiwan nationals with emergency issues.
This exclusive business roundtable and lunch will highlight the available opportunities, industry outlooks, and best practices for business success between Kansas City and Taiwan. Our program will start promptly at 11:00 AM CT, followed by a networking lunch. This program will not be recorded or livestreamed.
Director General Bill Shih-chang Huang assumed his post at the Taipei Economic and Cultural Office (TECO) in Denver on March 2022. Prior to his posting, he served as the Counselor/Deputy Chief of Mission for the Embassy of the Republic of China (Taiwan) in Saint Lucia.
He has also served as the Deputy Counselor on Home Assignment (Assistant Director General) in the Department of European Affairs (2015-2018). He was the Senior Consultant to the Secretary General at the European Bank for Reconstruction and Development (EBRD) (2012-2015), and the Counselor/Deputy Chief of Mission for the Embassy of the Republic of China (Taiwan) in the Republic of Palau (2009-2012). In 2008 he served as the Senior Secretary in the Department of North American Affairs in the Ministry of Foreign Affairs. From 2005-2007 he served as Chief of the E-Diplomacy Unit in the Department of Information and Cultural Affairs. Prior to that he served as the Senior Consular Officer at the Taipei Economic and Cultural Office (TECO) in Atlanta (1999-2005). He began his diplomatic career in 1995 as a Senior Desk Officer in the Department of Information and Cultural Affairs in the Ministry of Foreign Affairs. Prior to his diplomatic career, he served as an English Teacher at Shih-lin Junior High School (1988-1992) and Pei-tou Professional Senior High School (1192-1993).
In addition, he served as a Visiting Fellow at the Brookings Institution (2017), partook in the Elite Leadership Class of the Executive Yuan (Cabinet) of Taiwan at the Harvard University Kennedy School of Government, and participated in the Taiwan Diplomat’s Training Program at New College in Oxford University.
He holds a Master of Public Administration (MPA) from the Kennedy School of Government (Mason Fellow) at Harvard University. In addition, he holds a MA from the Graduate School of Journalism at the National Taiwan University. He also holds a BA from the Department of English at the National Taiwan University.
He is married to Judy Shih-wen Chang and they have one son, William.
